Ilisu Project, Turkey
Hydro Power Plant Ilisu: Environmental Failure Notice transmitted
SERV has provided Alstom, Colenco, Maggia and Stucky insurance cover for their supplies and engineering services for the Hydroelectric Power Plant Project Ilisu in Turkey. The state export credit agencies of Austria and Germany are also involved in this construction project. The export risk insurance was approved requiring the fulfillment of numerous measures to be implemented to ensure that the World Bank guidelines with respect to the environment, resettlement and cultural heritage are upheld.
An independent committee of experts has found that while considerable problems and delays have developed during the implementation of the measures, construction works have already commenced. This constitutes a departure from the agreed process which requires that the fulfillment of obligations and progress of construction works have to advance at the same pace. Consequently, on 7 October 8, 2008, the three export credit agencies have transmitted a contractually prearranged Environmental Failure Notice to the construction consortium.
Correctional measures and a time table for their implementation have now to be arranged for with the construction consortium and the operators of the project. As soon as these measures are implemented, the Environmental Failure Notice will be withdrawn.
